TR6 crash pads Do I havta...

Hay List,
    I'm going to replace the lower crash pads on my TR6 and I have a question.
Do I havta remove the steering shaft and the metal fascia as the Bentley's
says or can I finagle around doing it?
    Thanks in advance for your  help and experience.
