Mixing DOT 's Clutch & Brake?

Hi all,
         So, the brake fluid and the clutch fluid are the same solution? Is 
there any risk associated with mixing DOT 3 with DOT 4 brake fluid in either 
system?  Any product/brands you might suggest?   .....  thanks!
