Not enough current to heat the flasher.  If you have a heavy-duty flasher, get
a standard flasher.  Be sure your battery is up to snuff.  Both right-hand bulbs
worK?  Maybe bulbs are old and the thinned filiments are presenting a greater
resistance.  Tell-tale sign of this would be a "silver" (actually tungsten)
coating on inside of bulb.

The idea of cleaning contacts has merit, also.
