Sounds like the over-run valves on the side of the carburettor. These are
vacuum operated devices that pop open on over-run (high engine speed,
closed throttle) and keep the vacuum from becoming too high. When they
start sticking they cause this kind of behaviour. A quick test is to
remove the valve, cut a blank gasket for the interface (this will remove
them effectively) and bolt the valves back on. Then see if it behaves the
same.
