tr3 conv. top again

a question about the top....a tr3 top, when installing the Dzuz fasteners at
the front , I cannot remember whether they pass through the weather flap and
fasten both pieces together, or whether the weather flap or whatever the
extra piece of material is called, is a separate piece that one places on
the 'screen before snapping down the top.  thanks in advance, Rob
