There is indeed a US gov't standard for DOT 5 brake fluid.  If you have the 
patience, go to
http://www.access.gpo.gov/nara/cfr/cfr-retrieve.html#page1 and request Title 49 
CFR 571.116 .
It also mentions DOT 5.1 fluif.
