TR6 Clutch Master Cylinder

What pushes the inside (the plunger) of the clutch master cylinder back
towards the pedal once you've pushed it forward.  Is it the inner spring
in the master cylinder or back pressure from the fluid in the slave
cylinder?  
I've got the clutch master cylinder off the car and I pushed the rod in
to get old fluid out but it didn't rebound.  Now the rod is loose. 
Meaning it's free to move back and forth a few inches with no pressure
from the plunger pushing back on it.  Just wondering if that's normal or
if that means there's a problem.  Seems to me that it should rebound. 
Will it work properly when I put fluid back in and pump the pedal. I'd
like to avoid a redo.
