The parking feature would be defeated if the third terminal (not battery,
not 
switch) is not connected.  The third terminal simply goes directly to
ground, 
so it's not really even a wiring harness issue.

Except that the non-parking wiring switched the hot lead and the parking
configuration had the hot lead live full time and the switch broke the
earth connection.  The parking switch maintained the earth connection until
the park position is reached.  On my car the hot lead is switched so this
is much more than a failure in the black wire to the E connection.  This is
a rewire.
