Holiday Greetings to All!
I have just received the BMIHT certificate for my TR6 and have found the 
manufacture date to be October 28, 1970.  Would this make the car a 1970,
or 
using American standards, would it be a 1971?  Thanks in advance for the 
clarification!

That's right, Paula,  in metric its a 70 but in american standards its a
71.
