Yes, I thought of that.  I even mentioned the possibility to the guy
doing the emissions inspection.  His response was "don't care, car not
idle below 1400 RPM, ugh".  Of course, after idling for 10 minutes in a
small shop in the middle of July, I was just lucky he wasn't standing in
my antifreeze.  The car did cool down some after the idle kicked up, and
I found out that the car won't really overheat.  So after bypassing the
valve for the second test, I just hooked it back up.  Ironically, the
emissions are better at the faster idle speed anyway.
