Simplest to eliminate/diagnose would be the thermostat so that's where I'd
start... feeling the lower radiator hose which will stay coolish/warm until the
t-stat opens, then get hot pretty quickly.  If, when the engine gets hot, the
lower hose isn't nearly as hot as the upper hose then the t-stat hasn't opened.

Can't imagine that a missing heater would make any difference.
