Both of the above mentioned things will increase HP, but put a serous demand
on your electrical system.  Electric water pumps and the reduced rotating
mass of the water pump and parasitic drag associated with the belts and
pulleys is defiantly offset by the Hp increase.

That is why drag racers have been using electric fans and water pumps for
years.
