Wire Wheels & Red Lines -- Good purchase?

I have the possibility of purchasing 4 used 72-spoke painted wire wheels
with 4 used Red Line Tires.  The wheels would need to be sand blasted and
repainted.  Two of the tires would have to be replaced within 1 1/2 years.
The price they are offered for is $595.

My question is:  based on the list's experience, is this a good value or
not?
