Suggest contacting IPD out in Portland, OR (800 444-6473 and I believe they
are on the net).  IPD is a large mailorder company that specializes in
Volvos.  From memory, the replacement seat heater kit (for a 200 series
Volvo)  runs about $80 per seat.  This is only the seat heating elements,
etc;  you would still need the switch, a relay? and to create a wiring
harness.
