Unless they have changed the law Sealed beams are still required.  I believe
what they have done is make a bubble around the bulb so that the reflector it
self is still sealed.  This qualifies as a sealed beam.  Plus on regular
headlights there are three tabs that stick out which are for alignment machines.

I have not used any tripod lights, but I would imagine that they would not be
able to compare with a good set of halogens for lighting up the road at night..

However, I am not sure that this would ever be noticed unless you have car
inspections.  And I plan on at least trying them sometime.
