Bill,
I'll share a list I got from John Mac.  I don't know if all the
countries did Heralds (or Spitfires for that matter) but it is supposed
to be the identifiers attached to the commission numbers that identify
the country that assembled the vehicle.

1     Belgium
2     Australia
3     New Zealand
4     South Africa
5     Malta
6     India
7     Eire (Republic of Ireland)
8     Philippines
9     Peru
10    Portugal
11    Israel
