The neoprene throttle shaft seals are held in place with a thin brass
retainer that fits tightly into the carb body. The easiest way to replace
them is to remove the throttle shaft and carefully pry the brass retainers
out of the body. Now you can just drop in the new seals.
However, after looking at your throttle shafts you will most likely decide
that they should also be replaced. Since the Zenith throttle bushings are
steel you shouldn't need to rebush them, just buy new shafts and drop them
in.
