That little cylinder is a car radio static supressor.  It is a bypass
capacitor to keep the spark coil from causing static in your car radio. 
The numbers mean:  1 microfarad (the value in capacitance)  150 volts dc
working voltage.  It's made by Cornell Dubilier, a long-time capacitor
manufacturer.

You can leave it in or take it out -- whichever you wish.  Try it without
it, and if your radio has too much static when you rev the engine (with the
hood closed) then put it back in.  Make sure the body is well grounded.
