Warren, Have you checked the oil in the dashpots? Lack of oil here lets the piston and needle rise too quickly and richens the mixture. As for the jet being 1/16 low I think that may be normal. My TR3 is like that. Other than that make sure everything is clean and moves freely and the same front and rear carb. Next I would go to the float bowls.
