Slow Starter

I was wondering if I was doing everything right I cleaned the
groundwire on the batt and the starter sel. cleaned the connection on
the starter I have not taken the starter off the bell yet I was
wondering if that would cause the starter to drag . It has abrand new
batt don't see why it drags.  Any help would be apprecated. Also
replaced points rotor plugs.
