Fitting trunnion bushes

Listers,

Greetings again from the Antipodes,

I have finished rebuilding the rear brakes fitted new brake pipes and
hoses
and have just got my rebuilt calipers and skimmed discs back.

Whilst fitting the calipers it seemed a good time to replace the wheel
bearings
(done) check the front trunnions (done) and replace the trunnion bushes
with
new poly urethane bushes (herein lies the problem....)

So what's the secret in fitting these things? I can easily fit the poly
urethane
bushes but any attempt to then fit the inner steel bush seems
impossible.
No matter how much care I take aligning the bushes the steel bush then
just forces or distorts the poly urethane bush.

I'm sure that someone out there in the land of the Joyful and Triumphant
can give me a hand (please)
