My '65 Spitfire always returned low to mid 20 mpg. This was with carbs 
rebuilt and ignition in good shape. After a complete engine rebuild 
(pistons,bearings,balancing, the works) it picked up to mid 30's and on 
my 10 hr round trip to the SE regional in Tallahasee I averaged over 40. 
I suspect many poor fuel economy problems are compression (rings and 
valves) related.  On the subject of Gross Jets: Rick Cline (ex famed 
Triumph racer and current engine builder) said at a tech session that 
Stromberg carbs don't benefit from them and that due to small floats and 
weak float pressure S.U.s are made noticibly worse by gross jets. I don't 
have experience with them but I'd be inclined to believe Rick.
