Regarding the windshield.  If you can feel the imperfection with your
nail, then it is highly unlikely that you can remove it by polishing.  You
might be able to dimish it (smooth the sharp edge) so that it isn't as
noticeable.  Also, there are fillers you might be able to put in the
scratch, polish down to smooth, which will help make it less noticeable.

But you will still be able to see it.  

IMHO...
