Just playing devil's advocate here, but a) could a new balance weight
have come off, if not installed properly ?  b) were the wheels also in-
spected for rim dents, `trueness' or run-out at the same time they were
balanced ?  c) are both shock absorbers (dampers) sound, attached tightly
and do they have good, solid rubber bushings in place ?

All of the above have caused steering wheel vibration for me in the past,
just thought maybe one would apply in your case.  

By the way, `dampers' is a much better description of those parts than the
common 'Merkun `shocks', many thousands of drivers might `get on the clue
bus' and cure their hopping wheels and bouncing cars if they understood
that their cars' spring action needed to be damped off to maintain a 
smooth, level ride,  and to keep their tires in contact with the road !
