finishing frame/parts

hi,

since it (finally) rained yesterday i started rebuilding
my front end, replacing anything worn etc. while i have
it apart i was wondering what the best treatment for the
exposed areas might be. i am not planing to do a frame up
restoration (i'll never have that much free time) so i just
figure i'd do what i can. most of what i can see looks ok
with slight rust. the moving parts (which have been removed)
like upper and lower arms etc. have no rust at all once you
scrape the crud off. questions:

1) what should i do to the rusted areas of the frame.
2) i figure i'll just (re)paint whats not rusted, so
   what is a good paint for doing this. (i have spray
   equiptment). also any suggestions for cleaning the
   parts before hand. i have various toxic substances
   i was going to try.
3) on a somehat different line; the springs look original,
   the car has (at least) 70k miles, they look ok, no cracks,
   a little pitted (rust?), should i replace them anyway?
