I have been having similar problems on my '71 TR6.  Have you checked the pin
that secures the clutch fork onto the lever shaft?  Apparently,  these
"pinch bolts" are prone to fracturing,  which alloys the fork to rotate on
the shaft,  leaving you with insufficient throw to disengage the clutch.
