Tis a hoax, folks.

Congress has actually made quite clear that they will not permit taxing
of the Internet.  In fact, last year (or might have been 98, I forget)
they made permanent a temporary bill that _forbid_ taxing the Internet.

I can't say for sure that no one ever introduced such a bill, they
introduce some pretty wild stuff.  But every one I've tried to run down
has either been an outright hoax, or a wild distortion of the facts. 
(The story about the phone companies charging your ISP for modem calls
was a wild distortion.)
