In Oklahoma we have what is called a Title 42, essentially you can request a
title based on storage and or lien. There are several independents that do
this for you. Or you can do it your self. We have to post a public notice
for so many days to seek out the "title owner" after that time you file some
forms and pay the fees to the State. All said I usually spend about
50-75.00 to get a title. I say this to say there may be something very
similar in your state.
