If you have Hagerty or full coverage then call your ins. company. If
the guy's insurance won't pay, then they have to, if you have full
coverage or collision.
Your ins. company will make a deal with his ins. company. They will
still try to lowball you, so do your homework and be prepared to
fight.
Adjusters are paid to settle claims for as little as possible. They
will offer ridiculous low numbers at first. You have to battle to get
in the realm of reasonable numbers.
