Check to see if the IDE cable is the correct way around (red strip to Pin
1).

I mention this as you stated that the "HD LED stays on all the time" and
that is an indication of the cable not on the proper pins.

I replaced the motherboard and now the computer does not recognize the
CD-ROM or DVD-RW drives. The hard drive LED stays on all the time too.
It is an older emachines box with Win XP. Any ideas?
