IMHO Buy the new lights. They put out as much light as the older ones and
use less energy. You ca retro fit your fixtures if you like. The college I
work for did the retrofit with the new ballast, end fittings, and
lamps. (Thousands of fixtures) In the last year the engery savings were almost
50%. In a few more years the retro fit will be paid for.
I am going to replace the flouresence fixtures in my garage to the new style
to eliminate the buzzing.

I tried to replace/repair one of my fluorescent shop lights yesterday and was
told at Home Cheapo that, in two years, the standard T12 bulbs will no longer
be made. They will be replaced by the more efficient T8 bulbs, which may not
fit/work in the older fixtures. So either we should stock up on T12 bulbs or
switch to T8 fixtures if replacing the entire unit. She sold me new T12 end
fittings which, naturally, do not fit my 25-year-old box.
