While I'm no expert, wait, you already know that, :-)
I agree with others that it appears to be a vacuum problem,
do the brakes get weird at or above the 3k mark also?
if not probably isn't the booster but a bad vacuum line.

Bugeyeracer finally resto'ed!
ps The voltage gauge in my car works.
Problem is the genny isn't charging due to insufficient belt tension.
The nut on the gen bracket is stripped and it's not allowing it to hold
tension.
Just have to get it off and change it.
