[Spridgets] No LBC but Interesting read. Real or Bunk?

I came across this electric vehicle information.  I thought it was  
interesting.  Whether it's true or whether it's nonsense I don't  
know.  I'm sure the engineers on the list have heard of it before.  Is  
it just legend?
