[Spridgets] Rebound Strap

I have one spacer tube with each rebound strap.  If I were designing this 
attachment, there would be two - one inside the hole in the rubber strap and 
one between the two supports for the bolt.  Am I missing some spacer tubes, or 
do I have the design wrong?
