Passing Emmissions Inspection

A friend has an 85 305 Camaro. The thing has new plugs, cleaned mass air
flow, egr, and the tps was reset at a shop. It will not pass the emissions
testing.
Rumor has it that if you add a gallon of rubbing alcohol to a tank of gas,
it will burn hot enough, and clean enough to help it pass.
Any truth to this rumor, any advice to offer??
