It's not a joke. It's a huge group insurance
policy. It won't be 100% effective but it'll
be close and "close" is the best anyone can
do and should be sufficient?

But maybe not. It's a new program and rules can be changed at any time. Let's 
see how it works out in time. One thing for sure, it will require good 
financial oversight/monitoring if Medicare is any
example.
