Tires size for stock bugeye steel wheels

I was planning to use 165/70 13 tires for my stock bugeye steel rims but I
measured the rims and wonder whether that size will rub.

The outside width of the rims is 4.5" but the inner width is only 3.5".  Can
I use the 165/70s on these rims without a rubbing problem?  The car will not
be lowered and I'm using the stock steel bonnet.
