The steering column is not well grounded.
If you painted it or the rack, it's hardly grounded at all.
The column is bolted to the body with an aluminum block but with a
rubber band around the column (under the dash)
The column bolts to the rack but the rack has paper gaskets under the
aluminum mounts thus isolating it.
So essentially the only real ground is the steering arm which is bolted
to the tie rod ends packed with grease.
Run a separate ground from the chassis (motor mount bolt) to the
steering rack top mounting bolt and/or under the dash at the aluminum
mount to the body.
