Hook your volt meter between the ground terminal on the headlight, and the
grounded terminal on the battery. When you turn the lights on, you shouldn't
read more than a fraction of a volt. If you get more, there's too much
resistance between the light and ground. If it's ok, hook the meter between
the positive terminal on the headlight and the grounded battery terminal.
When you turn the lights on, you should get close to full voltage. If you
don't, there's too much resistance between the headlight switch and the
headlight, or between the ign. switch and the head light switch. I don't
think the dimmer switch can affect the voltage on low beams. While you're
poking around, spray a little WD-40 into the switches. They like that.
