OK, who's the wise guy?!?!?

I have all of the paperwork ready, I have my appointment to re-register 
the Sprite at the Department of Motor Vehicles at 11:00 a.m. Monday, and 
I go out to put more gas in the tank.  What do I find?  Someone locked 
the gas tank lock and took away the key!!!!  WHO HAS IT?  Or where did 
you put it!!!!   Frank, did you take it with the headlight adjusting 
ring?  If it wasn't you, I am going to have to hire your cousins if 
someone doesn't fess up FAST!!!!
