Any marine supply should have a decent headlight (pull) switch that is
off-on-on, reasonably well sealed and rated for a fair amount of current. I
saw one in Torrance Electronics the other day that had a screw-on knob, so
you could replace it with whatever you want.
But IMO you won't find off-on-on in a toggle switch. Too complicated
internally.
As others have said, for maximum reliability, you should use individual
on-off switches. If the sequence is important (eg you don't want to be able
to turn on headlights without taillights), the switches can be wired
daisy-chain fashion.
