Roger that... it's a pretty safe (like 100%)
assumption that if something conducts electricity, it
conducts heat.  Else, it's an insulator or in the very
best case, a marginal conductor that acts as a go-be
in heat transfer between 2 surfaces to enhance heat
transfer, technically known as improving a film
coefficient (water, for instance, is a wonderful
device to spray into an airstream that hits a heat
exchanger)increase the film .  Paint CAN be a radiant
barrier, but that's not relevant here.
