Securing a 4-2-1 header to it's Y fitting

all,

in an effort to get the midget to pass tx inspection, i need to prevent the
exhaust leak at the Y of the 4-2-1 header (1500 engine).  a standard muffler
clamp won't fit between the "upper" section of the Y, so i have no way of
sealing it.  i bought a sheetmetal clamp set, but it didn't work very well.
and the "glue" isn't much better.  i don't have access to a welder.
