that is a shrunken bowling pin condom - duck pin size. It's been changed a
little by the chemicals in the cooling system. They were popular before modern
methods of diagnosis, when people thought everything from warts to legionaires
disease were passed mysteriously wherever people gathered. Bowling alleys were
thought to be a factor, because people would touch a ball and it would hit the
pin, then your ball would hit the same pin, then you would touch it. Though
people thought coating the pins with a prophylactic would save their lives,
they were embarassed at the implication their bowling partners were diseased,
so they would be discreet with the pin condoms, hiding them in places like
their hat bands or cooling systems on the way to bowl.
At least I'm pretty sure that's what it is.
