Hi David...

Certainly does sound like a fuel feed
problem for sure...like bowls are filling,
going down, then filling again, etc., etc.

If the pump is good.....
got sediment in the tank being sucked
up into the system, maybe? If you cut
open the old filter, what did the filtering
media look like? Contaminated?
