Semi-eliptic rear spring help

Listerati,
        If the rear shackle collapses flat against the trunk floor, does that 
mean 
that one or both of the studs on the shackle plate have spun? They're just 
a press in splines like a wheel stud, if memory serves.
        Repair is replace shackle plate? or weld studs onto old plate?
        (this is on GFT SPRT, btw)
