I think I know the answer- In some older cities in the East of the US, heat
to buildings is still provided by steam- some must escape from underground
steam pipes, hence the smoking drain covers! Is that right, or was someone
"pulling my leg"?

In the UK, every time they want a news picture to show NY - they show
smoke coming out of the drain covers in the street! Sort of the NY
equivalent of red London buses I suppose. Yellow taxis and smokin
drains! Must be some reason?
