"Bubbling" can come from "surface rust"
on a surface not properly prepared prior
to painting or, it can come from the
"other" side of the panel (as in "rust through" - serious rust!) which
would require, most likely, renewal of the
offending panel or welding of "new
metal" at the least.
Also "living in the past" (by choice:)!
