I would think that polishing the under side of the shield, or covering the 
asbestos or other insulator with a polished or shiny surface underneath would 
help a little by reflecting some of the heat away from the carbs.  No 
engineer here, but as I remember my old Physics class transfer of heat 
principles, there is conductive, convective, and reflective.  The shiny side 
seems like it would  attack the reflective transfer.
