North American regulations requiring energy absorbing steering columns came
into effect on Jan 1, 1968. Sprites from HAN9-72034 and Midgets from
GAN4-60441 that were built for N.A. had this change. The answer to your
question is November 1967.
At the same time, the first emission control engines, padded dashes, and
dual circuit brakes were installed, also due to N.A. regulations.
